uneven growth of hair...

I have been growing my hair out for about seventeen months now. I have noticed that the hair on the back of my head has grown uneven...the hair at the nape of my neck is about a third of the length of the hair above...is this normal. I can now wear my hair in a ponytail but must keep the tie lower to "capture" the hair near the nape. I would like to wear the tie a little higher...perhaps I should cut the shorter hair but I keep thinking it will finally grow longer. I would appreciate your comments.
