Speed up growth and manage growing out

Hi guyz, Im a 20 yr old male in Pakistan. Now the thing is... as agreed upon quite a few times by the people even at this board... most girls like short, neatly trimmed hairstyles. Okay, I can handle that... Im sure there are an equal number who like long hair... but the dreaded "growing out" stage is what Im scared of. Now I have been blessed with really healthy hair (It's wavy and grows really fast). I don't know the exact length it grows in a month... but I'll probably have to wait around a whole year... to get it to tight ponytail lenght(which is what I want). About 3 years ago, while I was giving my O'level exams... I had pretty much grown my hair till my shoulders... and I looked really cool... but the "growing out" period, in the beginning was spent in school the first few months... and right when it got intolerable... my study vacations started and the next time I came around in my A'levels school was when my hair was long enough to gel, oil or tie. So I was lucky. My principal then thought that since I was a prefect, I should cut my hair... which I did... and all the girls loved it.
The fact of the matter... I STILL LOVE long hair !!! and want it again. Now I study at the Karachi University... and want to grow it again. Unfortunately I don't see any long breaks from social or everyday interaction with people when I could grow it. I did try to grow it quite a few times... but finally HAD to get it cut each time it got to the unmanageable stage. So I wanted suggestions on
a) How to speed up the "Growing out" stage.
b) How to manage my hair during that period without looking like a freak.

You said you're hair grows really fast, but you want to know how to speed up the "growing out" stage. I counsel patience and acceptance of the biological timeclock. (As for supplements, drugs, technological answers, others may have suggestions, but I tend to avoid unnecessary artificial answers--especially to organic problems!)
As for not looking like a "freak" (when I don't want to), I started washing my hair every other day instead of every day, parting it in the middle (finally), sometimes putting a little gel in, and letting wind, my bicycle helmet, my animated headshaking and whatnot do the rest. So far so good, but I know hellish days await me.
