Advice while growing

My hair is still growing out: over the eyes in front, half-ear to lower ear on sides, about 3" max off nape.
1)The left side in back is growing thicker and faster than the right, probably because I'm starting to thin more on the right. But this seems to result in maybe an inch longer growth on the left as it comes down, compared to the right. Looking at it in a mirror, it's obvious- but I don't have any idea how it looks to others (bashful sort, I am!). Would the consensus be to let it all grow at its own rate until it gets to the length I want, or to trim the faster-growing stuff to keep it looking sorta even from the back?
2) My hair is kind of oily. From what I've read, you shouldn't use conditioner on the scalp area, just on the longer hair ends. While it is growing, would you all advise using conditioner, or wait until I could apply it without hitting the scalp to any great degree? Right now, anything except the back growth would also get conditioner on the top and sides of my scalp ....
