Undercut questions

Hey. I am growing out my hair (for an undercut) i don't really know if you would consider an under cut "long hair" or not but oh well. I have two questions:
1: So far I have just been letting the hair on the top of my head grow for about 3 1/2 - 4 months (it above my ears right now and i started from a buzz cut) I have heard that you have to get it cut in "layers" or something like that. Is this true? or do I just let it grow.
2: it's extremely dry/frizy/wavy and i HAVE TO use gel on it everyday. when i wake up it sticks up (like Kramer from Seinfeld) and I have to completely drench it in water to even get it to go down, then it is all curly/wavy and sticking out everywhere so i use gel (it still doesn't get rid of the wavy-ness but it helps alot) SO what can I do to fix this?

You can have your hair as long as you want with an undercut. If you
grow it long enough for a tied back undercut that would help solve the
"sticking out" problem. Of course you will still have that problem
until your hair gets long enough. I don't think you need layers.
A layered cut doesn't really go with an undercut.
