Shampooing or forehead breakouts?

If one doesn't shampoo often and allows the hair's natural oils to build up will those oils when coming in contact with the skin, especially on the forehead, cause breakouts? It seems like a person prone to breakouts simply cannot have oily hair if they don't want to breakout with acne?
What gives?

I don't wash my hair with shampoo and I have found this to be a completely unfounded statement. Providing that you wash your face morning and evening then there's very little chance of any forehead break-outs.

I think breakouts are caused not by Shampoo, however conditioner, I use a pantene conditioner, the smoothe one. And i like it but its so coating that if it gets on my face I break out even if i rinse. I think this is why many woman would wash their hair and condition it separate from their shower or bath. Because shampoo and conditioner is not good for the complexion.
