What is this cut called

It's a zero degree cut. Essentially just cut one length all the way around. Looks simple and easy to do, but it ain't--at least to do it right, where it's the same length on both sides . . .
There are minor variatons on this, where you can have the front cut a bit longer than the back, or vice versa. Or you can have the back cut straignt across, or downward into a curve.
You could include a braid on one side, both sides, three braids then braid the braids, all sorts of interesting stuff . . . include a bead, hunk of gold, business bauble, etc, in the braiding . . . all sorts of stuff . . .

It is called the "missing command" cut.
