Growth rate the same for all hairs?

I have been growing my hair out for about 8 months from a buzz cut and there are several inconsistancies in length in different areas with no explanation considering i've had ZERO trims along the way. The most noticeable being a difference in 'bulk' of hair on the area above the ear. If I grab the hair on both sides there is a definite difference of volume (more on the left than on the right causing the left side to flip out more)There are no visual length differences, just the thickness really. But, again the same problem with the hair in the lower back that you can see from the front. The hair on the right always sticks out longer from the neck then on the left, no matter how much I try to push it outwards or whatever. Part of it seems to be because the left side curls in and the right side curls out. Is all this normal for growing the hair out the first time to a certain length and turning out uneven? If it is then what is the reason? Does each strand of hair have a slightly different rate of growth? or is it just unsymetrical charactieristics in the wavyness in different areas?
