Probably not. Sheep have wool, not hair, and the lanolin is there to keep the wool waterproof. It also softens human skin, which is why it is used in cosmetics.
Sheep's lanolin 'rises' at the beginning of each summer, a preparation for the woolto loosen. If the sheep were not clipped of their wool, it would eventually all fall out by the end of the summer. AAAAAAAAAAARRRRRRRGH!!
(Don't worry, using lanolin shouldn't make human hair fall out, but I doubt if it would help much)

Don't worry, it does not make the wool fall out at the end of summer.
It just keeps growing. It only falls out if the sheep gets sick and
has a fever, which creates a break in the wool an then it may fall off.
