Hair not growing back

About 3 yrs ago, i had my sideburns trimmed, but the barber ended up buzzing them a little too high up on both sides and as a result i lost a lot of long pieces. Ever since that time, those long pieces that were buzzed, have only grown an inch and a half, and will not grow any longer. I can't figure it out. It's really strange. Does anyone have any imput?- Thanks

could it be, that since 3 years have passed you just have a fuzzy memory as to how long they once were...maybe they never got past an inch and a half!

That could be. 'Wispies' (the hair directly above the ears), as they're called, typically are finer and more fragile hairs. They tend to break off and not sustain much length. It's typical quite honestly.
