Hair sort of sticking together

I have unusual semi-curly hair. Or rather, I sometimes have curly hair. Sometimes, it's all somewhat curly which looks okay, but other times the hair on my fringe (the bangs?) sort of locks together and curls around, usually near the bottom. I think this'll look quite good when it's longer, but it looks really stupid now, and it doesn't happen all the time. I much prefer it when my hair is like all separate, but although I do the same stuff all the time, my hair seems to choose what it wants to do. Anyone know how to stop it curling around together?

I don't know for sure, but have you noticed that it clumps on the days you wash it, or don't wash it? I suspect it might be oily and clumpy, but it could also be that it gets frizzy and kindof dreds together. Pay attention, and if it happens when clean, put a little wax or somethin in it(I like Paul Mitchells wax works because it washes out), but if it happens a few days later, wash it more frequently, but use just a touch of shampoo. My hair really doesn't do it too much, but if I sweat, I dreds really badly
