There was an article a while ago on the board that suggested that hair does grow more quickly in the summer - as long as you actually spend some time in the sun! However, it's the skin that processes the vitamins - not the hair.
I prefer not to cover my hair in the sunshine because it's interesting to see what the sun does to lighter coloured hair.

I must have missed that one. It sounds like the implication is that vitamins catalyzed by the sun (or something to that effect) are what is responsible for the growth. I suggest that the real cause is increased circulation in/around the follicles.
In summer, you sweat more. Sweat comes from sweat glands, which are right next to hair follicles. The moisture to produce the sweat comes from blood. Blood brings with it nurishment.
Probably keeping leeches in your scalp would also promote hair growth for the same reason.
