Stuff to style with

I'm wondering if anyone can help me out here. A little while back, I posted a question pertaining to using baby oil in your hair. The replies I received indicated it was a bad idea. But I liked the look it gave the guy I saw using it. I'm wondering if this might work with other oils, like olive oil or something. But I've got a few preferences. Does anyone know of anything that matches up to these requirements? (Doesn't necessarily need to be an oil.)
1. Makes hair stick together in clumps (for lack of a better word) but still lets the hair move freely. (Not stiff or anything)
2. Washes out easily (Without shampooing)
3. Doesn't damage hair (Goes w/out saying, but I thought I'd throw it in.)

Okay, I guess that was a bad description. I was in a bit of a hurry. I mean the hair sticks together in little clumps, but all the different clumps can still move around naturally. Kinda like dreadlocks I guess.
I'm not sure if this happens with everyone, but when I'm showering, and my hair's completely wet, it falls down with a lot of strands sticking together. If you know what I'm talking about, that's the look I'm going for.

Mousse could do the trick.
