Help in a few areas.

Okay, I recently got out of Highschool, and I've decided that I like my semi-long hair. It's about chin level all around, but since I'm gonna keep it long I need some advice. First, It's only long on top. I buzzed the sides and back. Should I just leave that to grow or cut my hair and start from scratch? Two, My hair is nartually dry. Anyway I can fix/prevent that? Three, how do I go about getting some bangs? (I'm not sure that's the proper way to spell that, but it's the internet.) Thnaks in advance for any help you can offer
Im 'the other' Will

You can do any of the things you have suggested, but the only guaranteed way to make your hair longer is not to cut it.
It might look a bit strange, but if you just let it grow for 6 months to a year, you will gradually get more idea of howyou want it to be, and then you can cut any part of it as soon as that section gets too long (if it ever does).
Have fun!

Actually there is an unexpected blessing here, that being the hair in front. (Bangs BIG-TIME!) So, I would rather be inclined NOT to cut anything. The lucky advantage you will have is that what is now at "Chin-level" will be able to make it over the top of your head and end up pony-tail length much faster. Good luck!
