Is it your whole head that's dry, or just the ends? If it's the latter, just get a trim to remove the split ends. If it's your whole head, you may need a deep conditioner. Do you color, blow dry, etc? This damages the hair and leads to frizziness.

Well then, looks like you've got the same problem as me! Some people, unfortunately, are just prone to frizziness (wonderful, isn't it?) Shorter hair tends to be frizzier simply because it's not long enough to be heavy and hang down. If you pick up the frizzy parts, I bet that you'll see that these pieces are shorter than the rest of your non-frizzy hair.
A product I love is VO5 Conditioning Hairdressing. It comes in a gold and black tube and looks like ointment. A little bit rubbed between the hands and massaged into your hair, in my opinion, makes a big difference. You may also want to try Frizz-Ease by John Frieda (or a similar product). This comes in a clear bottle with an eye dropper, and the product itself is a clear viscous liquid. Use both sparingly to avoid greasiness. I use shampoo and conditioner for damaged hair because I had a nasty run-in with box braids a while back, and it seems to help the frizz. I also just started using Self Absorbed Mega Vitamin Conditioner by Bed Head, and I've noticed that the condition of my hair is a good deal better.
Common sense tip: to avoid future breakage (and consequently frizz), treat your hair like a silk garment. Brush, wash, and handle with care. Detangle with a wide-tooth comb and brush with a boar bristle brush (never when it's wet, though). Let it air dry, and don't touch it too much while it's drying. If you're going out on a windy day, tie it back (the windswept look is really not cool, and leads to more frizziness as well as tangles). Protect it from prolonged sun exposure.
It sounds like a lot, but it really isn't. You can get your frizz under control with a little effort. And remember, humidity is one of your hair's worst enemies...wear a hat on those days ^_^ Hope that helped!
