Frizzy on top smooth underneath

Hi, i have been growning my hair since 1996 and it has been real long and ive cut it back to shoulders and let grow again and now it is cut back to just above chest. Anyway (i mentioned that cos hair starts off all the same length but with time they fall out and are replaced by new hairs) Until a few years ago, the hair on top was as smooth and straight as the hair below it (top being on the outside) now it seems to be all frizzy on the top and outside, the frizzy hair going real curly as if it is damaged.(like ~~~~~~ at the ends =damaged hair) I wash and condition and take time to dry it carefully. i am at a loss as to why this is happening.
It is stopping me growing it any longer as it just ends up looking real ratty and i have to trim it.
Any thoughts?
I think i maybe over conditioning but not sure

I don't have any advice about that.... I've started to grow a little over a year ago. For some reason, my hair is frizzy on the outside and good on the inside like you say yours is. I don't know why nor do I know what to do... I condition a lot and air dry, but still I get "fluffy".

air Drying can cause fluffyness the best thing to do is let it naturally dry

That's what I meant. I dry naturally.
