hair problem

over a year ago i had my neck hair shaved in the back. i specifically told the barber to make sure while she did this, not to buzz off any long pieces, but she was careless, didn't give a dam and did just that. she actually buzzed off a pretty significant portion of my long hair and it's now thinner. now this is the really strange part that i can't figure out...the long hairs that she buzzed in that area will not grow past an inch, and it's been over a year. i have no clue what's going on, i've never had this happen before. would anyone possibly know what is causing this to happen? i've been thinking of consulting a dermatoligist for answers.
well...

Well, if you are talking about the hairs on your neckline in the back
of your neck...you are in good company around here...
Those hairs tend NOT to grow very much and many of us just get rid of them
when things begin to look at bit 'messy' back there.
Try not to worry about it. The same thing happens in the area where
the beard meet up with the head hair.
Good Luck & relax!
