You need to increase blood circulation to your head its the only way. You could try doing a headstand against a wall for about 20 mins a day, this should really help. Or try sleeping with your head hanging off your bed - the closer to the floor the better, its a little uncompfortable at first but you get used to it. Maybe invest in a door frame bar and some hooked shoes - think george michaels freedom video - hair grows faster with gravity than against it.

Short of a Rip Van Winkle episode, compare your hair growth to getting a four year college degree. Expect it will take some length of time and be pleasantly surprised if it takes less. Even Rip did not have it easy anyway, he slept away 20 years of his life and ended up with only a foot long beard, something I guess he got in four years if beard growth is similar to scalp hair rates.
Enjoy the time it takes to grow and remember the milestones fondly.

I agree with Elizabeth.
If you actually work out how long it will take (on average) to grow your hair to an even cut around your shoulders, then its going to take 2 years from a buzzcut. (OK the lower layers will reach their sooner, but the top layers are gonna take 2 years.)
That's a hell of a long time to think of, so what I did was just not look that far ahead, I've been growing for 14 months, and I think I have another 10-12 months of growing still to do. My God I've gotta wait until 2005! Heck if I'd thought about it like that when I first started back in Jan/Feb 2003 I'd never have made it this far.
I always thought about setting smaller milestones. First it was to be able see my bangs without looking in the mirror, then I moved onto getting my bangs to reach the tip of my nose, then my mouth, now my chin. (OK these are just examples, you can set whatever milestones you like.) But don't become obsessed with your goal, enjoy the opportunities for trying out mid-length styles along the way its much fun!

You can't. Your hair grows at a genetically pre-determined rate which can be altered only slightly (maybe 10 percent) by good nutrition. Absalom
