Brief Job Description: Performs systems analysis for assigned project(s) varying from extremely large, multi-year, multi-customer initiatives spawning sub-projects to multiple, short, small, well defined projects (as many as six concurrently). Considers customer requirements, changes in systems requirements, software releases, equipment configurations, and relationships/dependencies between systems. Provides extensive expertise in a specific business area and the systems supporting it.

Essential Job Functions: Uses extensive business area, systems and technical knowledge in performing systems analysis to evaluate applications and/or systems considering customer requirements, changes in systems requirements, software releases, equipment configurations, and relationships/dependencies between systems (e.g., analyzing federal and state regulations regarding automation, researching technical solutions, performing needs assessments). Negotiates, resolves conflicts, gives presentations, and communicates technical information to all areas of management, customer, and technical and non-technical staff. Participates in analyzing, designing, programming, testing, and implementing the testing environment components; generating test data; examining output; and reporting test results. Uses Project Management Institute (PMI), Capability Maturity Model (CMM) and Institute of Electrical and Electronic Engineers (IEEE) standards to manage assigned portions of a project (e.g., project communications planning, information distribution and performance reporting; estimation; plan development, execution and change control; project procurement and contract management; quality planning and assurance; risk identification, analysis and monitoring; schedule development and control; project staff acquisition and resource management). Completes two or more major technical documents required for project (e.g., Charter, Software Requirements Specifications, Project Management Plan, Work Breakdown Schedule, Budget, Status Reports, Post Project Review). Conducts orientations, training, coaching and/or cross-training to multiple staff members/teams regarding highly complex topics (e.g., elements of the project life cycle, application development languages, operating systems/platforms, system integration, and business area knowledge). Participates in quality efforts including Continuous Process Improvement (CPI), PMI, CMM, and IEEE guidelines and standards as they have been designated appropriate for use in agency processes (e.g., Client Centered Methodology, System Development Life Cycle, Maintenance Life Cycle and Project Management Life Cycle). Participates in the development, documentation and compliance of agency standards and processes. Provides feedback evaluations for project team members including strengths and areas for improvement. Maintains a regular and predictable work schedule.

Additional Information: We are seeking a senior analyst with experience in Java, Powerbuilder or Database Development. Experience with Shell Scripting and Perl is also preferred.

Minimum Qualifications: Requires experience with any of the following: J2EE (Java) with either WebSphere or Silverstream; PowerBuilder with Oracle, Sybase or SQL Server; or Database Design Modeling and/or Database Administration (DBA) with Oracle or Sybase.
