Civil Service Guidelines

I'm an engineer with the civil service. Recently, I came back to my desk and found a 'Respecting Cultural Diversity' lesson and activity left on my desk. I flipped through it and noticed something very interesting. The lesson had pictures on each page of individuals meant to represent different cultural backgrounds, and among the people shown was a man with very long hair (the pic only went a few inches below the shoulders, but his hair obviously extended well beyond that). The fellow appeared to be Native American so it's not that unexpected, but it still seemed like a good sign to me.
