ponytails

hey, i've been growing my hair for a year now. i can do a ponytail with all of my hair except some in the front and over my ears. on my neck though, i have hair that won't reach the tie, i'm not sure if it is neck hair or just shorter hair that will eventually reach it... i'd hate to cut off hair that will become long, any advice?
