Why Does Some Hair Bounce?

Been growing my hair out for about 15 months now--with some maintenance cuts. It's over the collar and sticking out in the corner. But, I've noticed, even as it gets longer, it doesn't bounce when I move. Even when I'm running, it tends to stay flat.
By comparison, I've noticed some guys whose business-length hair moves with them.
So why does some, but not all hair, bounce? Is it fine vs. thick hair? Is it layered vs. not layered. Figure there's somebody on here who would know the answer.

good question!! wish i had a definitive answer for you...i think it has more to do with the *type* of hair you have....some guys hair is just more flexible and moves well...others have course, or wirey hair that sticks to your head like glue.
