new hair problem

I've been growing my hair out for about 22 months. It is very thick and curly/wavy. My problem is that for a long time I have had "new hairs" jutting out at my hairline. They don't seem to be getting any longer and make any pony tail of mine look sloppy. Water helps but is not a cure. I had previously theorized that a possible cause might be my female schoolmates attempts at braiding my hair last year. I didn't mind at the time but maybe I should have. The problem with that is that I have had more than enough time for any abused hair to grow back out to at least a decent length and they haven't. I really love my hair except for this "quirk" Any suggestions?

maybe use some gel on the front to slick down those flyaways?
Either those little hairs are new ones just starting out again OR...
maybe they were damaged from before.
Either way, there's not much you can do except control them for now.
