Shaggy hair, how should I start out?

I want my hair to be similar to the way this guy has it:

My hair is currently longer on the top and quite a bit shorter on the sides. The top is about 1 1/2 inches long.
Will it look disproportional by the time the bottom reaches my desired length? Or should I get a buzz cut first so everything is the same length?
The guy in the picture seems to have had his hair all the same length before he started growing it out.

I can;t really tell from the picture...but it seems that he let the top grow down and it also looks like, by the lye of the hair, that he has an undercut. So you having short hair on the sides doesn't matter because what counts is just growing the top, and having an undercut to perfect the look. Someone tell me if Im wrong. I think Im right tho.

I advise against starting with a buzz cut. Different areas of your hair grow out at different rates so it will not end up all the same length. I have seen the FRONT of my hair do exactly what is shown in the picture when I didn't get it cut. It almost looks like he had his hair FEATHERED, something that was popular in the 70s when I was a teenager. Feathering gives it a shaggy look around the edges and lightens up the hair.
