Actually, your question includes a lot of parameters...how old you are , what your hair color is...It's a known fact that dark haired people can grow a moustache really soon...
For example, I have blond hair, and I had to wait 19 yrs old to grow decent sideburns (I mean the ones you can notice hehe) ;) and 17 yrs old to grow something neat on my chin...
Finally, it's true that shaving every day makes your face hair harder and harder, at least the ones who exist.I mean that it won't make new hair grow. Time is once again the key, but once it happens it's huge, and making a "ponytail" with my chin hair is something really funny..
Wait and enjoy!

For what it's worth, facial hair tends to get thicker and longer as you age. At 16, I really only had peach fuzz. Now (at 39) I have a beard that I can tuck into my pants pocket. It continues to get thicker.
On the other hand, certain people, such as native Americans, sometimes never grow facial hair.

This topic comes up regularly in the Beard Community Bulletin Board (see link). I suggest you post this question there and get the perspective of men who have been where you are.

Dark haired people generally have heavier beards - I live with a permanant 5 o'clock shadow. I grew it a couple of times and tried the stubble look but frankly found it too heavy so shaved it off.
know how you feel

I'm 19 now and have practically no facial growth whatsoever. Genetically, it doesn't seem that I'm from a very strong "beardy" line of men, either... I couldn't say for sure that I'd ever have decent growth.

I didn't start growing a decent mustache until I was in my mid twenties. Now I am almost forty and I have a pretty decent mustache (my wife likes it so I guess that is what counts the most).
I just recently tried growing a beard and it is coming it pretty nice. I am half Native American Indian so it is kind of hard for me to grow a full beard. I can grow a nice goatee but sideburns and the sides of my face have the hardest time growing.
I used to shave and trim my mustache every other day but now I am only going to trim my mustache and probably leave the rest of my facial hair alone.
Well, since you are only sixteen your facial hair has not developed yet. Give it time and eventually you will be where you want to be.
Good luck :)
