i have had the same problem in the past.
and then, i got introduced to a flat iron. and life has been great! you gotta be careful when using it to not damage your hair, but once you know how to use it correctly, then hair that doesn't poof out is no problem. hair seems healthier, feels incredible, and looks great too.

I don't know if I really have shaggy hair myself, but its long enough, wavy all the way (and somehow it seems to have more and more waviness the longer it gets) and I really like it this way, I don,t know why I would want it any other way.

When my husband wore his wavy/curly hair longer, he used to put a ski cap on his wet hair for a half-hour or so to clamp it down closer to his head for a while. That seemed to "set" it in place a bit, and his hair wasn't so poofy. A bandanna tied at forehead level might work, also.
