hey i've been growing my hair for 12 months and it's like 8" long, but I was just wondering, because i've heard that over conditioning can be bad for your hair and I wanted to know if this is true, also about how much conditioner I should use for my hair length. thanks!

Don't even worry about over-conditioning, you probably wouldn't be able to do it. Most "over-conditioning" comes from using low quality conditioners that leave stuff in your hair that builds up over time and ends up giving it a limp and greasy look.
The amount of conditioner to use is for you to find out by trying it in your hair and seeing the results. Most hair types can tell when you haven't used enough (even while you are still in the shower) so don't worry about being stingy with the stuff and see what works best for you.
Most good haircare comes from common sense and experience. If you are growing it long then you will have plenty of time to figure out what works and doesn't even as the length keeps changing.
