razoring and layering?

Im in the awkward stage right now and my hair can get real poofy or big when left to dry naturally and i was thinking about getting it razored or layered. If my bangs are at 5 inches right now and im looking to have them 10 and the back shoulder length, how will either affect my future growth or m present hair. I would like it eventually looking like this:

My hair is very big & poofy also, and naturally layered (grown from a short cut). I am not sure what you mean by 'razoring' but I can tell you one thing, if you get your hair layered, it will get even MORE poofy! Trust me I went through the same thing. I've noticed the more my hair grows, the better it lays. If theres more hair to weight it down (layering would make it lighter), it will lay down when it dries. I am not fond of hair that is just cut off blunt all the same length all around either, finding a medium in between that is good. Slightly longer in the center than on the sides, and gradually. You didn't mention what hair type you have but I'm assuming it is straight since you want it like tom cruise's.
Layering?...I wouldn't.....

...because that layered hair will still have to grow out and
stick out. Layering may actually end up making your hair thicker later on! Think about it!
