Is it necassary for me (want to grow my hair long) to use conditioner now (my hair is very short 1/2 inch) or should I wait until it gets longer?

maybe just use a little bit. Might as well get a good start, with nice healthy hair. Cause that half inch you have now, is gonna be the ends of your hair in one year. No need to get to crazy yet though. Just take care of your hair and take one multi-vitamin a day, for overall health.
My advice

Erm, are you saying that when you wash your hair, you ONLY shampoo it and refrain from using any conditioner? If that's the case, and you're serious about hair care, my advice to you is that you should already be using conditioner anyway, regardless of whether or not you intend to grow it out. See, shampoo washes oil out of your hair (This is done to remove the dirt that becomes mixed in with the oil). Conditioner helps restore your hair to a more natural state, only without any of the dirt that accumulates through everyday activity. I try to use more conditioner than shampoo, mostly because I don't usually get my hair dirty enough that I think it would need to be stripped of oil so throughally.
You may have been using a 2-in-1 shampoo/conditioner formula, which would explain why you inquired about using a second product. I am personally skeptical about the effectiveness of 2-in-1s, so I avoid them.

Be sure not to use too much while it's that short, or it will be limp and greasy looking. As you can guess, you will have to use more as your hair gets longer...if I washed my near waist length hair every single day (don't worry, it doesn't get that dirty ^_^), I would probably go through a bottle of conditioner in a week and a half. Granted, my hair is a little thirsty, but that's what you'll be looking at. I definitely recommend at least an every-other-day washing, because otherwise you are stripping off a lot of the natural oils that your hair needs to be healthy. If the thought grosses you out, at least use a moisturizing shampoo.
Another thing...when your hair gets very long, concentrate the conditioner on your ends as opposed to the top of your head, because the ends are older and more fragile. And don't forget to deep-condition! ^_^
