1967 news story and pic:
Cleveland, Ohio: Carl Towner, 14, is by his father's side at a hearing where he was ordered to the county juvenile detention home after he was suspended by school authorities for refusing to cut his hair. The boy's father, Ernest Towner, testified that long hair was a tradition among males of the Towner family. Carl is scheduled to start a psychiatric testing program at the juvenile home.

They could really put you in a detension center if you got expelled from school back then?!?.....an especially for that! - thats disgusting!....tho I guess this was 1967. Even still its not as tho it looks bad..its not even that long! And psychiatric testing is a bit harsh aswell. Good on his farther for supporting him. I think if that where me getting sent there for that i'd feel obligated to harm someone to warrant my stay in the center....thats just me lol.

Can you imagine being sent to a dentention home for not cutting your hair?
And MY question is, would the father ever have allowed THAT to happen?

I agree I'd never let that happen to my son (if I had one)...id leave the state. How would they inforce it anyway..would the police have dragged him there kicking and screaming....and the even bigger question - would they forcefully have cut his hair when he got there?! For me in that situation the sizzors would be too temping lol.

Looking at the background it appears to be taken in a home kitchen ... while the story might be true I doubt the photo is from a hearing.

So the photo muight be from their home after/befor the hearing.

Been there, done that. I went through the same thing many times
over. Wonder where Carl Towner is today? Maybe he is the webmaster
of a long haired board? Maybe he is a hair stylist? Maybe he
went on to be lead singer for a rock band?
In 1967 I was doing the same thing. I started in 1964 inspired by
the Beatles.

I lived through the 60s, that was about average for 1967. That was
long compared to what the norm was in 1964, it was short when
you compare it to 1971. Back in that era we had to go through alot
of hassles to get the right to wear long hair. If you want a good
idea of what was popular for hair styles look at how the rock
bands wore their hair. It all started with the Beatles and
culminated with others who ultimately had waist length hair,
(Mark Lindsey). Despite all the hassles it was a great time
to be a long hair.

When I was kid growing-up in New England, this length was about the usual length just about ALL the kids had and nobody even gave it a thought. This particular guys hair might be just a tad longer.......but not by much. (Or in many a case shorter.) Ha ha ha.........I well remember when we guys could always get the hair from our Bangs in our mouth and used to joke about it. I can't see what is the big deal here with this unfortunate young man. What is wrong with this world anyway?

I was around in the 60's - Lived/Live in New Jersey and nothing was a problem around here - same with NY/PA - long hair/Harleys, Hot Rods..
I had my hair a tad longer than that in 67'. Nobody EVER said anything - school was not an issue - went to public school. Don't know about Catholic/private school ?
I read/heard of problems "mainly" in small towns, and southern states.
Woodstock comes to mind - music lovers riding into Woodstock NJ in 69 - local residents felt - oh, no, those rock and roll hippies. Never gave them a problem ---- 3 days of peace, love and rock n roll.
Long hair lives (still lives with me for over 35 years)
