Hair Cut-All One Length

Hello, I am growing my hair out for about
10 months now, almost 11. I was wondering when should I get my
hair cut to all one length. Currently the bangs are about to the bottom of my nose, and by my ears its just about to my chin, maybe a month or two at most...so should I try to get it all one length now or later when its actually past my shoulders like I want it?
Also I have somewhat wavy hair, and what I do is in the morning
slick it back, which looks really bad...until it dries and I finger
comb it parted. I like doing it that way because for some reason it keeps my hair and bangs so much more straight. Is there any way to
dry it faster? Also my hair isn't nearely as hard to manage if I use about a dime-size of shampoo (pantine pro-v shine shampoo) But it stays alittle wet, or greasy, looking...not much but enough for my mom to yell at me about it, so is there a way to keep it dry and clean with using alittle more shampoo and not having to slick it back?
A blowdryer makes my hair way to fro-y which I would like to avoid.

I have been growing my hair out about as long as you have, only closer to 12 months. I wash my hair every other day. After I towel dry it, I finger comb it while I am bent over so that my hair is all hanging down, then I flip it back. I let it air dry, then, for work, I put it in a ponytail. I have to use a little spray around the back of the ears to keep it in place. On the off days, I do not wash it at all, just comb gently. When I get off work, I take it out of the ponytail and finger comb it again. Sounds like what you are doing is working for you, but I probably would not wash it every day, and then use a full amount of shampoo on the days you do, and conditioner.

It takes aboutt an hour and a half for my hair to air dry. On those days, I get up early and shower first before anything esle so that it is a couple of hours before I have to leave the house. Fortunately for me, I am an early riser and have plenty to do at home before I leave anyway.
